Interview: U.S. new nuclear doctrine poses direct threats to world stability: Russian expert

MOSCOW, Feb. 7 (Xinhua) -- The new nuclear policy recently announced by the United States shows its ambition of global domination and will destabilize the world by damaging the existing checks-and-balance system, a Russian expert said.

"This is a strategy of intimidation and threats, including the use of nuclear weapons, against any state which do not fit in the American world concept," editor-in-chief of the Russian magazine National Defense Igor Korotchenko told Xinhua Tuesday.

The U.S. Defense Ministry on Friday officially published the 2018 Nuclear Posture Review (NPR), the guiding principle for the future U.S. policy seeking enhanced nuclear deterrent, which is already the world's most powerful.

Korotchenko noted what is new in the NPR is that now the United States declares its readiness to use nuclear weapons against non-nuclear states, meaning Washington intends to use nuclear weapons whenever and wherever it thinks fit.

"The United States is ready to use nuclear weapons or is threatening to use them, as a form of political blackmail," Korotchenko said.

The NPR has drawn wide criticism after its publication, although Washington justifies its decision on nuclear expansion by underlining the worsening global security.

To Korotchenko, it is just a far-fetched pretext used by Washington to cover up its steps.

"The United States itself is fanning the flame ... Russia and China are not involved in land-grabbing actions. The DPRK is only asking to be left in peace. So all this noise only serves as a propaganda curtain for the aggressive plans of the United States," he said.

Nevertheless, the new doctrine is mainly targeted at Russia and China, which are deemed by Washington as major threats to its global domination, Korotchenko said.

"The real reason is its wish to dominate the globe. Trump declared that he wanted to make America great again," he said.

He added that the United States may use nuclear weapons against China and Russia when disputes arise in cases concerning the South China Sea and NATO countries.

However, this direct military and political threat will by no means strengthen its national security, for such action will only provoke other countries like Russia to respond with equally increasing nuclear arsenal, thus leading to a potential arms race.

He warned that the United States lowering the threshold of using nuclear weapons represents a direct threat to the world's stability.

"Globally, it will destabilize the world, as the existing checks-and-balance system will collapse. And it will make the world more dangerous, more unpredictable," he said.
